			<content:encoded><![CDATA[<p>The Southwest Virginia Business Development Association told <a href="http://www2.wsls.com/news/2010/aug/23/business-group-commission-study-poor-mountain-wind-ar-469512/" target="_blank">WSLS Roanoke</a> last week that it will commission an independent study of a wind farm proposed for Poor Mountain in Roanoke County.</p>

The company would like to sell the power generated &#8211; enough to electrify 8,000-10,000 homes &#8211; to the local electric utility, Appalachian Power.</p>
<p>The company&#8217;s proposed plan for the 2,600-acre site is currently under review by the Federal Aviation Administration (FAA) to determine if the project would interfere with traffic from Roanoke Regional Airport. Invenergy said it will await the FAA review before seeking approval from state regulators and the County Board of Supervisors.</p>
<p>The business association&#8217;s study will likely address the impact of the project on local bird and bat populations, soil and water issues, local aviation and the possibility of noise pollution, as well trying to quantify the local economic impact.</p>

			<content:encoded><![CDATA[<p>In what is being viewed as a landmark demonstration of public support in the scientific community, the President of the Virginia Health Physics Society officially endorsed efforts to mine uranium in Virginia in an <a href="http://www.wpcva.com/articles/2010/08/25/chatham/opinion/opinion02.txt" target="_blank">Op Ed in the Chatham Star Tribune</a>.</p>
<p><a href="http://www.virginiaenergy.org/wp-content/uploads/2010/08/CCHPS-logo.jpg"><img class="alignleft size-medium wp-image-1664" title="CCHPS logo" src="http://www.virginiaenergy.org/wp-content/uploads/2010/08/CCHPS-logo-300x273.jpg" alt="CCHPS logo 300x273 Radiation safety group says Va. uranium mining safe, not harmful to environment" width="300" height="273" /></a>The Health Physics Society is an organization of nearly 6,000 scientific professionals from across the country that strives to promote best practices in radiation safety.</p>
<p>Carter Ficklen, the President of the organization&#8217;s Virginia chapter is a retired health physicist who worked for more than 10 years at NASA&#8217;s Langley Research Center in Hampton and spent the last 18 years of his career at the U.S. Department of Energy&#8217;s Thomas Jefferson Lab in Newport News.</p>
<p>&#8220;It is the position of the Virginia Chapter of the Health Physics Society&#8221;, Mr. Ficklen writes in the Op Ed, &#8220;that uranium mining in the Commonwealth of Virginia can and should be pursued.&#8221;  &#8220;The proposed mining endeavors,&#8221; he continued, &#8220;can be carried out with minimal impact on the environmental quality of the surrounding areas while simultaneously stimulating the economy of Southside Virginia, filling a vacancy in our country&#8217;s energy needs, and reducing the United State&#8217;s dependency on foreign sources of energy.&#8221;</p>
<p>The largest untapped uranium deposit in the United States, known as the Coles Hill deposit, is located in Southside Virginia&#8217;s Pittsylvania County. The deposit, a veritable mother lode of nuclear energy, contains enough uranium to fuel Virginia&#8217;s entire nuclear energy demand at current levels for more than 65 years, and America&#8217;s for more than 2 years. Yet, a 25-year-old moratorium on uranium mining in the Commonwealth stands in the way of its development. The General Assembly is waiting for the results of an independent study by the National Academy of Sciences on the public health and environmental impact before determining whether to lift the moratorium and promulgate the necessary regulations and permitting to allow the development to proceed.</p>
<p>A 1984 independent study commissioned by the Virginia Coal and Energy Commission determined that the Coles Hill deposit could be mined safely and without serious risks to the environment.</p>
<p>Concerns about the safety of uranium mining are based on &#8220;misinformation and misperceptions,&#8221; says Mr. Ficklen. In an effort to allay some of those concerns, Mr. Ficklen outlines the stringent regulatory structure that governs mining operations in the U.S. The Environmental Protection Agency&#8217;s rigorous standards for water quality protect public water sources from contamination, and the tight regulation of mine tailings &#8211; the waste rock left over after mining is complete &#8211; by the Nuclear Regulatory Commission prevents the infiltration of radiation into the air, water and agriculture surrounding mining operations.</p>
<p>Mr. Ficklen illustrates the significant economic impact the project would entail for the economically distressed Southside region &#8211; 300-350 permanent jobs, as much as $300 million in annual economic impact and millions of dollars in local tax revenue each year.</p>
<p>Mr. Ficklen also argues that it is imperative to develop Virginia&#8217;s abundant uranium resources in order to reduce America&#8217;s dependence on foreign sources of uranium and to fuel the vast expansion of electricity output that is expected in the coming decades. America currently imports 86% of our uranium from foreign countries, with roughly half purchased from state-run nuclear companies in Russia, Kazakhstan, Namibia and Uzbekistan.</p>
<blockquote><p>The global demand for electricity is increasing at a fast pace with the overall world generation of electricity expected to increase by 60 percent between now and 2030.</p>
<p>These increases can be achieved only by the rapid construction of new generating stations, and a significant number of these new stations will be nuclear plants fueled with uranium.</p>
<p>To support the growing dependence on nuclear power, the uranium mining industry must significantly increase its annual production and processing of uranium ore.&#8221;</p>

<p>The Board of Supervisors established a floating solar energy district that will allow commercial-scale solar development on tracts of land up to 220 acres throughout the county.</p>
<p><a href="http://www.virginiaenergy.org/wp-content/uploads/2010/08/solar_farm.jpg"><img class="alignleft size-medium wp-image-1660" title="solar_farm" src="http://www.virginiaenergy.org/wp-content/uploads/2010/08/solar_farm-300x203.jpg" alt="solar farm 300x203 Zoning change clears way for solar energy in Eastern Shore" width="300" height="203" /></a>Two major renewable energy companies &#8211; Community Energy Inc. and Lincoln Renewable Energy LLC &#8211; have been working with members of the Board of Supervisors since last fall to draft ordinances and zoning regulations to allow the development of large-scale solar installations in the county.</p>
<p>Last year Community Energy signed a 24-year lease on more than 100 acres in Tasley to build a 5 megawatt solar farm.  The company hopes to expand beyond the first 100 acres in the future in the hopes of building a much larger scale solar farm to produce as much as 60 megawatts.</p>
<p>Similar zoning changes were adopted by Clarke County supervisors in June to attract a 20 megawatt solar farm proposed by another major midwestern renewable energy company.</p>
<p>Halifax County is currently lobbying the Virginia Tobacco Commission for a $5 million grant that would enable the county to partner with Dominion to build a $28 million, 4 megawatt solar power plant.  The proposed Halifax site would also conduct testing of advanced, cutting-edge battery technologies to improve the storage capacity of solar energy.</p>

			<content:encoded><![CDATA[<p>Traveling through Southside Virginia it is hard to imagine that this was once a bustling hub of industry. This region once boasted one of the highest per capita incomes in the entire country. Unfortunately, battered by decades of factory closings and declines in the once robust tobacco-driven agricultural economy the region has fallen on hard times.</p>
<p>It is impossible to escape signs of economic distress that have descended on the region. Abandoned, decaying factories abound; shuttered store fronts dominate the empty shells of the once prosperous town and city centers; blighted neighborhoods and deserted shopping centers have become the signature marks of suburban life here.</p>
<p>The list of plant closings is long over the last three decades – Dan River Mills, Corning, TECHMA, Stanley Furniture, to name a few.<br />
 Danville, the region’s city-center, has been hit the hardest by the collapse of the textile and furniture manufacturing industries.</p>
<p>Nearly one in every six adults in Danville is out of work. Danville’s unemployment rate – 14% in May – is twice as high as Virginia’s 7% overall rate. Surrounding Danville, Pittsylvania County’s unemployment rate stands slightly better at 11%. In Henry County to the west, more than 14% of workers are unemployed, and in Halifax County to the east, 12% are out of a job.</p>
<p>To make matters worse, those who are employed continue to earn chronically low salaries and wages. The average Pittsylvania County worker earns just slightly more than half the average income earned by workers in the rest of the state.</p>
<p>Decades of economic decline have left an indelible imprint on nearly every facet of life here. Funding for public schools declined with the disappearance of the industrial tax base. Property taxes increase year after year to close the gap, adding a further burden to struggling farmers and unemployed homeowners. Residents often bemoan the “brain drain” that is depriving the region of its most talented, highly skilled, college-educated natives who have been forced to leave Southside in search of a viable economic future elsewhere.</p>
<p>Amidst all this economic turmoil there is a glimmer of hope that could help the resurgence of the region. The convergence of a global nuclear energy renaissance; the movement for American energy independence and a geologic treasure have put Southside on the doorstep of economic revitalization.</p>
<p><strong>Geologic Treasure: The Coles Hill Uranium Deposit<br />
 </strong><br />
 In one of the most improbable, yet fortuitous geologic discoveries of modern times, a geologist traveling through Pittsylvania County in 1979 stumbled upon the largest undeveloped uranium deposit in the United States and the seventh largest such deposit in the world.</p>

<p>The deposit was found at the peak of the nuclear boom of the 1970s. Yet in an unexpected turn of events, its discovery preceded the Three Mile Island accident that precipitated the scale down of the nuclear industry in the United States during the mid 1980’s. In the aftermath of Three Mile Island, demand for new nuclear reactors and thus uranium in the U.S. plummeted, and development of the Coles Hill deposit was deferred.</p>
<p>In 1982 the Virginia General Assembly placed a de facto moratorium on uranium mining until the necessary regulations and permitting were developed. Subsequent studies were undertaken of the uranium issue, and in 1984 a study by the Virginia Coal and Energy Commission’s Uranium Administrative Group determined that the deposit could be mined safely without adversely impacting the local environment or public health. However, seeing no economic benefit from mining Coles Hill after the fall of uranium prices, their recommendations were never promulgated into law.</p>
<p>The original company that first discovered the deposit allowed its leases on the land to expire, and the promise of this mother lode of nuclear energy was all but forgotten. That is until a worldwide nuclear energy renaissance unfolded over the past few years, renewing hopes of tapping into its enormous reservoir of uranium–the foundation source of clean nuclear energy.</p>
<p>In 2007, the Coles and Bowen families – the owners of the land on which the deposit is found – along with a few dozen local investors formed the company Virginia Uranium Inc. to mine and mill the Coles Hill deposit.</p>
<p>With interest in the development of Coles Hill renewed and its economic viability restored, the Uranium Mining Subcommittee of the Virginia Coal and Energy Commission has initiated two studies to assess the socioeconomic impact and the impact on public health and the environment. The National Academy of Sciences, the nation’s most respected institution for scientific and technological research, is conducting the health and environmental study and will issue its final report and recommendations to the General Assembly in December 2011. The socioeconomic study has yet to begin; however, the Uranium Mining Subcommittee is close to selecting an independent research institution to perform the study. The final report of the socioeconomic study is also expected by December 2011.</p>
<p>Once the results of both studies come in, the General Assembly will consider whether to lift the moratorium and promulgate the necessary regulations to allow the development of Coles Hill.</p>
<p><br class="spacer_" /></p>

<p>The Coles Hill deposit spans across 200 acres of the 3,000-acre Coles Hill cattle farm and reaches depths of 1,500 feet. The deposit contains roughly 119 million pounds of uranium, enough to fuel Virginia’s current nuclear energy demand for more than 65 years or America’s total nuclear demand for more than 2 years. The entire deposit is estimated to be worth between $7 – $10 billion and promises a desperately needed economic boom for the entire region – in terms of jobs, local tax revenue and large-scale economic development. Many residents and public officials believe it could be the catalyst for a long-awaited economic turnaround of Southside.</p>
<p>An economic scoping study released by Lyntek Inc. in June spelled out just how significant the economic impact could be on the region. The project will create 250-350 temporary jobs during the first twelve month construction phase and sustain 300-350 permanent jobs through the 35-year duration of the operation. The average worker would bring in an annual income somewhere between $50,000 and $70,000, significantly higher than the median income of Pittsylvania County workers today.</p>
<p>Developing Coles Hill will also contribute millions of dollars to overstrained Pittsylvania County coffers and help relieve the tax burden on local property owners. The Lyntek scoping study forecasts an annual $20-$30 million direct windfall for the local economy from the purchase of goods and services from local companies such as heavy equipment and machine parts suppliers. And, through the multiplier effect that invariably accompanies major industrial development, Coles Hill would stimulate an additional $120-$180 million in economic activity each year.</p>
<p>Today, renewed hopes for the development of Coles Hill are propelled by the nuclear revival sweeping across the U.S. and the rest of the globe.</p>
<p><strong>Nuclear Renaissance<br />
 </strong><br />
 Growing concerns over climate change and actions by governments to curtail carbon emissions have given rise to a nuclear renaissance across the globe. While the renaissance is still in its early stages and will take decades to fully materialize, there is no mistaking that the U.S. and the rest of the world stand on the cusp of a vast expansion of nuclear energy as a source of electricity.</p>
<p>Like wind or solar energy, nuclear energy produces virtually zero carbon emissions. Yet, it is significantly less expensive, far more efficient and far less land-use intensive than these often touted renewable sources. In terms of fuel efficiency, nuclear far outstrips its main base-load competitors, coal and natural gas. One ounce of refined uranium generates as much electricity as one ton of coal or 17,000 thousand cubic feet of natural gas.</p>
<p>The U.S. Department of Energy predicts that nuclear generation will increase by 20% over the next two decades, while the International Energy Agency forecasts a 300% increase worldwide over the next 40 years.</p>
<p>The world is expected to build 180 new reactors in the next decade, including 35 in China. Great Britain recently announced plans to double its nuclear output and generate 35-40% of its electricity from nuclear by 2030. India, Japan and South Korea are all undertaking similar expansions of nuclear generation and technology in their countries.</p>
<p>This vast increase of nuclear energy will require a commensurate increase in the global demand for uranium. Experts already predict at least a fourfold increase in demand for uranium over the next 30 years. The major producers of the world – Russia, Kazakhstan, Namibia, Canada, Niger, China and Australia – are ramping up production to seize their share of the new market. With America’s expansion of nuclear energy on the horizon, if the U.S. does not bolster our domestic production of uranium, we will become increasingly dependent on these dominant foreign producers.</p>
<p><strong>Energy Independence<br />
 </strong><br />
 The Achilles heel of America’s nuclear renaissance and the reason why Coles Hill could play such a vital role is America’s current overwhelming reliance on foreign sources of uranium.</p>
<p>The U.S. currently imports 86% of our uranium from foreign countries, including one-third from Russia. For two decades, America’s reliance on Russia has served an altruistic and strategic purpose – U.S. utilities purchase civilian nuclear fuel down-blended from decommissioned Soviet-era nuclear weapons. However, beginning in 2013 when the so-called Megatons-to-Megawatts treaty expires, American utilities will purchase our entire Russian supply from Russia’s state-run uranium mining company Techsnabexport.</p>
<p>America’s reliance on foreign state-owned energy companies poses a serious risk to the stability and security of America’s energy supply. In the past, Russia has used its control of vital energy resources as leverage to pursue Russian strategic interests. Most recently, the Russian state-run natural gas export company shut off gas supply lines to Eastern Europe in the middle of the harsh winter of 2008, leaving millions of Eastern Europeans without heat or electricity for nearly a month.</p>
<p>The OPEC oil embargo of the 1970s also comes to mind as a cautionary tale against overreliance on imports from state-run energy producers.</p>
<p>Recent moves by the Russian government to expand its uranium holdings in foreign countries such as Kazakhstan, Namibia, China and Canada, as well as efforts to ramp up their own domestic production, give added urgency for the need to reduce our dependence on foreign supplies.</p>
<p>There is no doubt that Russia is undertaking an aggressive expansion of its global uranium holdings to strengthen its influence around the globe in pursuing its strategic interests.</p>
<p>Over the last six months, the Kremlin – through its state-owned nuclear company Rosatom – has been busy consolidating its control of uranium operations in many countries from which the U.S. purchases our supply. In February, Russian security officials muscled out the head of Kazakhstan’s state-run nuclear company to clear the way for Russian control of several uranium development projects in that country. The U.S. imports roughly 7% of our uranium from Kazakhstan.</p>
<p>Then, in late May, the Russians strong-armed the Namibian President into abrogating agreements with an Australian uranium company for the rights to mine several major uranium deposits there. Rosatom quickly signed agreements with the Namibian government to wrest control over these deposits and announced plans to invest more than $1 billion into their expansion. The U.S. imports another 7% of our uranium from Namibia.</p>
<p>Russia’s whirlwind global uranium tour most recently landed in Canada when in early June Rosatom bought a controlling stake in one of Canada’s largest uranium companies, Uranium One. The U.S. imports roughly 18% of our uranium from Canada.</p>
<p>Yet despite all of the economic and energy benefits that are propelling the nuclear renaissance, the global movement still encounters some resistance and obstacles that must be overcome before it can fully come to fruition. The development of Coles Hill is certainly no exception.</p>
<p><strong>Safety, the Environment and the Road Ahead<br />
 </strong><br />
 Like any heavy industrial development project, Coles Hill is confronting concerns from some local residents and public officials about the impact of uranium mining on the environment, public health, and worker safety. Most of the concern centers around worries that the development of Coles Hill will repeat the legacy of uranium mining in Navajo communities of the 1950s and 1960s, which is a black mark on an otherwise safe and environmentally sound industry.</p>
<p>There is no doubt that the primitive methods of uranium extraction used on Navajo lands fifty years ago left behind a regrettable legacy of environmental damage and public health risks. However, comparing the safety record of an industry from 50 years ago with modern safety standards seems like a stretch. After all, in the 1950s and 1960s, automobiles did not have seat belts, air bags, anti-lock breaks or crash-resistant frames. They also did not have catalytic converters to remove toxic emissions and yielded abysmal fuel efficiency that would make today’s worst guzzlers look good by comparison. Since the 1950s, both industries have made enormous strides that have dramatically improved safety and reduced environmental impact.</p>
<p>In the 1950s and 1960s, the uranium industry was largely unregulated by the federal government and operated under conditions almost equivalent to those of the Wild West of the late 19th century. Today, the industry is the most heavily regulated in the U.S. It is overseen by a veritable alphabet soup of federal regulatory agencies, including the Environmental Protection Agency (EPA), Nuclear Regulatory Commission (NRC), Occupational Health and Safety Administration (OSHA) and the Mine Safety and Health Administration (MSHA), to name a few. These agencies have a record of stringent enforcement of the most rigorous standards for worker safety and the protection of air and water from radioactive contamination.</p>
<p>Numerous studies conducted by John Boice Jr., scientific director of the International Epidemiology Institute, in New Mexico, Colorado and Texas found virtually no difference in the prevalence and mortality rate of cancer between residents of mining and non-mining communities.</p>
<p>All of the rudimentary, unsafe practices that contributed to illnesses and environmental damage among Navajo workers and communities 50 years ago have long since been prohibited and are strictly monitored by federal regulators. Miners no longer smoke cigarettes in the mines – a practice that was perhaps the number one contributor to illnesses among Navajo workers. Advanced ventilation systems – nonexistent 50 years ago – have virtually eliminated the risk of worker exposure to radioactive radon gas.</p>
<p>The most significant improvement in terms of reducing risks to the health of residents surrounding uranium operations has been the introduction of modern storage systems for mine tailings, the waste material leftover once uranium has been extracted from the ore. It was extremely common in Navajo communities for workers, their families and other local residents to use tailings and other waste rocks to build adobe brick homes and for other construction purposes. The tailings were also improperly stored in exposed, makeshift structures that allowed material to easily escape and contaminate local drinking water supplies. The EPA and NRC have completely eradicated these egregious practices and now monitor the storage of tailings in advanced, impenetrable containment structures built to withstand the most severe weather events – including floods, tornadoes and hurricanes.</p>

<p>For years the French – who lead the world in the production of nuclear energy – have mined and milled uranium deposits in areas with remarkably similar population, climate, hydrological and geographic characteristics to Pittsylvania County without any adverse impacts on public health or the environment. French operations in Bessines, Ecarpiere and Lodeve are global models for the safe extraction of uranium and the proper, environmentally responsible storage of mine tailings. They are also excellent examples of how former open pit and underground mines can be fully restored to their original environmental contours and preserve the unblemished beauty of landscapes.</p>
<p>The National Academy of Sciences (NAS) study will undoubtedly leave no stone unturned in its study of the environmental and public health impacts of uranium mining in Virginia. If the NAS determines that uranium can be safely mined and milled in Virginia without harming public health or the environment, then the General Assembly should heed its recommendations and allow the development of Coles Hill. The General Assembly should pay close attention to the most exemplary safety models and other best practices identified by the study in crafting Virginia’s regulatory and permitting structure. In the meantime, the residents of Virginia can continue to educate themselves on the costs and benefits of developing our uranium resources and encourage our public officials to do the same.</p>
<p>The economic revitalization of an entire region and the energy security of our country are at stake. We need to make decisions based on facts and analysis and not on abstract fear of obsolete practices. The results of the studies should identify these facts, and the Commonwealth leadership can act accordingly.</p>

<p>The National Academy study, commissioned by the Virginia Coal and Energy Commission, will examine the public health, safety and environmental impacts and other technical aspects of uranium mining in Virginia. The study committee is expected to hold a series of public meetings in Southside Virginia and Richmond in the fall or winter of 2010. The study&#8217;s final report is due in December 2011.</p>
<p>For now, the study committee announced by NAS is provisional until the public has a chance to weigh in on the selection of committee members. The public comment period, typically 20 days, will last until August 19. (<a href="http://www8.nationalacademies.org/cp/feedback.aspx?key=49253&amp;type=project" target="_blank">Click here</a> to submit public comment to the National Academy of Sciences.)</p>
<p>The Virginia Coal and Energy Commission requested the study because the largest undeveloped uranium deposit in the U.S. is located in Pittsylvania County in Southside Virginia. The Coles Hill deposit, as it is known, could singlehandedly fuel Virginia&#8217;s nuclear generated electricity for more than 65 years, and America&#8217;s for almost 3 years. Developing the deposit would have a significant impact on America&#8217;s dependence on foreign sources of uranium. The U.S. currently imports more than 85% of our nuclear fuel from foreign countries, including roughly one-third from the Russian government. Virginia actually imports 100% of the uranium the state uses to generate 40% of its electricity supply.</p>
<p>The Coles Hill project would also bring significant economic development and jobs to the struggling Southside economy. Manufacturing layoffs and plant closings have obliterated Southside&#8217;s economy for years, resulting in the lowest unemployment levels in the entire state. A recent economic analysis by Lyntek Inc. determined that mining and milling the Coles Hill deposit would create 250-350 temporary construction jobs for up to 12 months and 300-350 permanent jobs for the entire duration of the project.</p>
<p>The report found that the project would produce as much as $50 million of direct economic activity each year in the form of salaries and purchases of local products and services. Lyntek reported that a typical mining project will also stimulate an indirect economic impact as much as six times the amount of direct activity. This includes all the purchases of local goods and services by employees and additional hiring by contractors and suppliers working on the mining project.</p>
<p>In 1982, the Virginia General Assembly placed a moratorium on uranium mining in the Commonwealth until proper regulations and a formal permitting process were put in place. However, because of the decline of the nuclear industry in the early 1980s interest in mining Coles Hill subsided, and the General Assembly never wrote the necessary regulations or lifted the moratorium.</p>
<p>Seeing a global resurgence of nuclear energy and a growing need for a domestic supply of uranium for nuclear fuel, in 2007 the families that own the land where the deposit is found, along with dozens of local investors, formed <a href="http://www.virginiauranium.com/" target="_blank">Virginia Uranium Inc.</a> to once again develop the vast resource.</p>
<p>Before the project can move forward, the Virginia General Assembly would need to lift the moratorium and develop a regulatory and permitting framework. The National Academy study will make recommendations to the General Assembly on how to ensure the protection of public health and the environment from uranium mining operations. A 1984 independent study also requested by the Virginia Coal and Energy Commission found that Coles Hill could be developed without adversely impacting public health or the environment. However, the Commission wants the NAS to take a fresh look that focuses on the entire state.</p>
<p>Extensive studies of uranium mining in New Mexico, Colorado, Utah and Texas by the Director of the International Epidemiology Institute, John Boice Jr., recorded virtually no difference in cancer prevalence or mortality rates between communities surrounding mining activity and non-mining communities. The Academy will likely draw on these studies and other research to determine what safeguards  must be in place to ensure safe operations and minimal environmental impact.</p>

<p><a href="http://www.whsv.com/news/headlines/99494929.html" target="_blank">Harrisonburg&#8217;s WHSV reports</a> that after two companies approached county officials about building commercial wind farms there, the supervisors drafted a series of proposed regulations establishing height restrictions and other specifications. The Board of Supervisors will hear input from the community on the draft regulations at a public hearing on August 3rd.</p>
<p>Rockingham County would not be the first Virginia locality to harness wind energy for large-scale electricity generation.</p>
<p>Virginia&#8217;s first commercial wind farm slated for Highland County cleared its final regulatory hurdle in earlier this year, but has yet to begin construction as planned.</p>
<p>Another 150 megawatt project, a joint venture by BP Wind Energy and Dominion, is planned for Wise County after receiving zoning approval by the Board of Supervisors earlier in the year. Despite the passage of an unfavorable ordinance restricting mountaintop wind projects in Tazewell County in February, Dominion has vowed to continue pursuing a 100 megawatt wind farm there.</p>
<p>A major Midwestern renewable energy company would like to build 19 wind turbines on Poor Mountain in Roanoke County. The proposed wind farm is currently under review by the Federal Aviation Administration to determine if it would interfere with air traffic at Roanoke Regional Airport.</p>
<p>Combined, these projects in Highland, Wise, Tazewell and Roanoke Counties could generate electricity for roughly 100,000 homes.</p>

			<content:encoded><![CDATA[<p>In what could prove to be a major step in advancing Virginia&#8217;s leading role in offshore wind energy, Virginia officials proposed last week that the U.S. Department of Energy locate three offshore wind test sites in Hampton Roads. <a href="http://www.businessweek.com/ap/financialnews/D9H0BD800.htm" target="_blank"> Bloomberg Businessweek reports</a> that the proposed $60 million to $80 million demonstration project would consist of wind turbines built at three separate locations &#8211; the Monitor-Merrimac Memorial Bridge-Tunnel, near the Chesapeake Bay Bridge Tunnel and near the Chesapeake Lighthouse.</p>

<p>The turbines would record data related to wave, weather and wind activity, as well as monitor bird flight patterns in the area.  The sites would also measure the compatibility of offshore wind development with military operations coming out of Naval Station Norfolk.  The Department of Defense completed an assessment earlier this year which found that most of the tracts being considered for wind development would not interfere with naval operations.</p>
<p>In a report released in April 2010, the Virginia Coastal Energy Research Consortium identified 25 potential lease blocks 12 to 15 miles off Virginia&#8217;s coast encompassing more than 220 square miles that would be suitable for wind energy production.  The Virginia General Assembly created the Consortium in 2006 to research Virginia&#8217;s offshore energy potential.  The Consortium believes that multiple wind farms in these lease blocks would have the potential to generate 3,200 megawatts of electricity (or, 10%-20% of Virginia&#8217;s electricity) and generate 9,700 to 11,600 permanent jobs within 20 years.</p>
<p>The number of jobs and total amount of economic impact on Virginia will depend on whether the turbines and blades are manufactured in Virginia and whether the federal government can trim down the cumbersome regulatory process currently in place to attract developers.  The 130-turbine Cape Wind project slated for the shores off Cape Cod, Massachusetts was originally proposed 10 years ago and is still mired in litigation and impeded by regulatory hurdles.</p>
<p>Lynchburg-based AREVA has expressed an interest in building a major wind components manufacturing plant in Hampton Roads; however, unless Virginia acts to offer more favorable incentives to locate the facility here, the Commonwealth could lose out to states such as Delaware and Maryland that have more competitive climates for wind energy manufacturing.</p>
<p>The demonstration and research project is a necessary first step in determining the feasibility and environmental impact of offshore wind development off Virginia&#8217;s coast.  Virginia is uniquely positioned to harness offshore wind for electricity because of its Class 6 winds, shallow water depths and proximity to existing transmission lines.  Earlier this year, the Virginia General Assembly strengthened Virginia&#8217;s position by establishing the Virginia Offshore Wind Development Authority to expedite the protracted federal permitting and leasing process.</p>

			<content:encoded><![CDATA[<p>Incentives offered by federal, state and local governments coupled with a new market for selling energy credits to utilities are propelling a boom in the residential solar market in Virginia and surrounding states.  <a href="http://www.washingtonpost.com/wp-dyn/content/article/2010/07/16/AR2010071605451.html" target="_blank">The Washington Post reports</a> that last week major mid-Atlantic solar installer <a href="http://www.astrumsolar.com/" target="_blank">Astrum Solar</a> wrapped up installation of the largest residential solar system in Washington D.C. thanks to generous federal and municipal incentives.</p>
<p><a href="http://www.virginiaenergy.org/wp-content/uploads/2010/07/solar_roof1.jpg"><img class="alignleft size-medium wp-image-1565" title="solar_roof" src="http://www.virginiaenergy.org/wp-content/uploads/2010/07/solar_roof1-300x200.jpg" alt="solar roof1 300x200 Virginia solar energy takes off with incentives" width="300" height="200" /></a></p>
<p>Astrum says homeowners across the mid-atlantic, and especially in Virginia and Pennsylvania, are taking advantage of a 30 percent federal tax credit and various municipal grants to make solar installations in their home more affordable.  Astrum, which has 500 installations planned for the rest of the year, has also seized on the emerging market for renewable energy credits to help reduce the cost for residential consumers even more.  Astrum sells the renewable energy credits accumulated by their customers to utilities to reduce the cost of solar installation by as much as 25 percent.  The utilities often need the credits to fulfill municipal mandates for clean energy utilization.</p>
<p>Combined, these various incentives have slashed the price of solar installations by as much as 90% for some of their customers, says Astrum.  Thanks to these incentives, business is booming.</p>
<blockquote><p>Stimulus funding, providing more than $271 million for solar energy investment, made it more cost-effective for homeowners to tap into the energy of the sun. Polikov credits the federal grants with the increase in business Astrum is seeing in states like Pennsylvania and Virginia. &#8220;We have ramped up a lot because of incentives,&#8221; Polikov said, noting that prior to the flow of federal dollars, the company was averaging a few hundred installations a year.</p>

<p>In addition to seeing more municipal and state tax credits and grants, the Virginia solar energy industry would like a mandatory renewable portfolio standard for utilities that would require them to produce a certain percentage of their electricity from solar.  Industry representatives believe this would have a dramatic effect on reducing the cost of installation to residential customers as utilities would rush to buy more renewable credits from users and even buy more excess power generated by homes and businesses.  Virginia currently has a voluntary renewable portfolio standard.</p>

			<content:encoded><![CDATA[<p>Robert Bodnar, a distinguished professor of geochemistry and geology at Virginia Tech, calls for an end to the 25-year-old moratorium on Virginia uranium mining in an <a href="http://www.wpcva.com/articles/2010/07/15/altavista/opinion/opinion08.txt" target="_blank">Op Ed in the Altavista Journa</a>l today.  The largest untapped uranium deposit in the United States is located in Pittsylvania County, Virginia.  The uranium contained in the Coles Hill deposit could single-handedly fuel Virginia&#8217;s entire nuclear demand for more than 65 years and America&#8217;s for more than 2 years.</p>
<p>Dr. Bodnar draws attention to the urgent need to reduce America&#8217;s dependence on foreign sources of uranium and points to the Coles Hill deposit as part of the solution.  He points out that America already imports more than 90% of our nuclear fuel from foreign countries.  Unless America boosts domestic production of uranium, our dependence will only deepen as the U.S. increases nuclear generation by more than 20% in the next 20 years.</p>

<p>Today, over 50 percent of U.S. electricity is produced by coal-burning power plants, and in 2008, the nation&#8217;s coal-fired plants generated over 2.1 billion metric tons (approximately 4.7 trillion pounds) of carbon dioxide emissions.</p>
<p>Some have argued that the increased carbon dioxide emissions into the atmosphere are responsible for global warming, and this had led to calls to reduce carbon dioxide emissions. For purposes of this discussion, it matters not whether carbon dioxide emissions to the atmosphere are responsible for global warming. What matters is that governments worldwide are or soon will be assessing &#8220;carbon taxes&#8221; on entities that exceed allowable carbon dioxide emission levels, and eventually coal-fired power plants may be required to capture their carbon dioxide emissions and sequester the carbon in geological reservoirs. Carbon capture and storage (CCS) is expected to increase the cost of electricity by 20-50 percent, and the U.S. Department of Energy estimates that with CCS the cost of electricity would be $114 per megawatt-hour (compared to $63 per MWh without carbon capture). This translates to an increase in the cost of electricity of $0.04 per kilowatt hour or an increase of about $440 in the annual cost of electricity for the average household.</p>
<p>One solution to the increased carbon dioxide emissions from coal-fired power plants is to increase our dependence on the so-called &#8220;green energy&#8221; resources. Green energy resources include solar, wind and nuclear. Of the three, nuclear is the only one capable of producing sufficient and continuous amounts of electricity to meet base load needs.</p>
<p>The United States is experiencing a renewed interest in nuclear energy that is codified in the Energy Policy Act of 2005 (House Resolution 6). In a speech at the Sandia National Laboratory announcing the signing of this act into law on August 8, 2005, President George W. Bush stated, &#8220;We will start building nuclear power plants again by the end of this decade.&#8221;</p>
<p>The recognition that nuclear energy must be an important component of our energy future has continued under the Obama administration, and in February 2010, President Barack Obama announced an $8.33 billion loan guarantee for two new reactors at the Vogtle nuclear plant in Georgia.</p>
<p>Many Americans are rightfully concerned that the U.S. now imports about 57 percent of its crude oil at a cost of about $190 billion in 2009. However, few Americans are aware of the fact that the U.S. produces only about 9 percent of the uranium needed to fuel its nuclear reactors, with over 90 percent coming from foreign sources. While much of our uranium comes from currently friendly countries, including Canada and Australia, we must remember that Venezuela was once a friendly country that provided a not insignificant portion of our oil imports. Venezuela quickly became an &#8220;unfriendly&#8221; under Hugo Chavez, and has threatened to stop oil exports to the U.S.</p>
<p>It is clear that the proportion of nuclear-generated electricity will expand over the next decades, and Virginia is well placed to be a leader in this &#8220;nuclear rebirth.&#8221; Virginia has a varied geology that includes rock types often associated with economic occurrences of uranium, including the largest unmined uranium deposit in the U.S. And Virginia contains abundant granitic rocks that have been shown previously to contain uranium. These rocks are similar to those that have been mined for uranium in France and elsewhere, but the Virginia locations have not yet been investigated in detail to determine if they contain sufficient amounts of uranium to mine economically. Minerals exploration is expensive, and companies often invest many millions of dollars drilling exploration holes, doing mapping, and conducting geological, geochemical and geophysical surveys to prove the economic viability of a deposit. While most minerals exploration companies are willing to risk this investment if there is the possibility that the resource can be mined if it is economic, few if any will invest such large amounts of money if there is no possibility to mine the resource after discovery.</p>
<p>Lifting the moratorium on uranium mining will encourage mining companies to explore for uranium in Virginia, and this could lead to Virginia becoming the &#8220;Saudi Arabia of nuclear fuel&#8221; and contribute significantly to Virginia&#8217;s and the nation&#8217;s economy and to national security by eliminating our foreign dependence on uranium.</p>

			<content:encoded><![CDATA[<p>In an <a href="http://www.wpcva.com/articles/2010/07/14/chatham/opinion/opinion01.txt" target="_blank">Op Ed in the Chatham Star-Tribune</a>, former Navy intelligence commander and nuclear engineer Doug Crowther makes the case that nuclear energy, particularly in Virginia, is the most common sense solution to our energy challenges.  Crowther acknowledges that other sources such as coal, natural gas, oil, wind and solar will continue to play a role in our energy future.  And, he succinctly lays out the advantages and disadvantages of each source.  However, Crowther argues that of all available sources, nuclear energy makes the most sense in terms of cost, land use, carbon emissions, environmental impact, safety, reliablity and <em>availability of domestic fuel supply</em>.</p>

<blockquote><p>Why Nuclear Power?<br />

<p>As the residents of the commonwealth and state lawmakers weigh the costs and benefits of mining the largest undeveloped uranium mine in the United States located in Pittsylvania County, it is important that we all remain focused on the bigger picture of the energy future of this country.</p>
<p>The Energy Information Administration predicts that U.S. energy consumption will increase by more than 30 percent in the next two decades. Tackling the formidable challenge of boosting our energy production in order to meet this drastic increase in demand will require us to optimize all of America&#8217;s technical ingenuity and natural resources.</p>
<p>As part of a common sense approach, let&#8217;s set some ground rules to compare the various energy sources that will power America&#8217;s future: the source should be abundant in the U.S., relatively affordable, environmentally friendly, safe, reliable, and it should require a minimal amount of land-use.</p>
<p>Let&#8217;s start by considering the three major hydrocarbons we currently rely on for the vast majority of our energy &#8211; coal, natural gas and oil.</p>
<p>Because of its abundance in the U.S. and low cost, we can expect coal to be in our energy mix for decades.</p>

<p>It is, however, a major source of pollution &#8211; not only CO2, but also fly ash and toxins like sulfur, mercury and lead.</p>
<p>The cost of reducing these pollutants by capturing, sequestering and permanently storing them underground may be prohibitive. Despite being a prolific polluter and despite the environmental risks inherent in large-scale coal mining, coal still meets several of our criteria &#8211; abundance, low cost, high density, domestic supply and reliability. Common sense tells us that we will continue to need it and use it for many years to come.</p>
<p>Since the recent discovery of new rock-fracturing methods, natural gas is now abundantly available in the U.S., and its use for the generation of electricity will continue to expand. Burning gas does produce CO2, but less than coal does and without the other toxins. Delivery and storage systems are susceptible to interruption and slowdowns that can cause unpredictable fluctuations in price. Despite these drawbacks, overall natural gas meets most of our common sense principals and will be an ongoing supplier to our energy needs.</p>
<p>Then there&#8217;s oil petroleum, on which we are almost entirely dependent for our transportation system.</p>
<p>Oil suffers from two major drawbacks &#8211; reliance on foreign supply and carbon monoxide pollution. Today we can supply about one-third of our needs domestically, while we import 70 percent. Although we could increase the share we produce domestically, we do not have enough resources to be entirely self-reliant and this will require tough decisions from our political leaders. We know there are other risks &#8211; the current crisis in the Gulf is a good example &#8211; nevertheless common sense tells us this is going to be a major part of our lives for the foreseeable future.</p>
<p>Now let&#8217;s consider the major new &#8220;green&#8221; technologies &#8211; wind, solar and nuclear.</p>
<p>While wind and solar energy do not produce carbon monoxide or other pollutants, they fail to meet several other common sense criteria. Both are significantly more expensive than every other source of electricity. Unfortunately, most wind and solar generation occurs nowhere near population centers, so the electricity must be transmitted great distances at a significant cost. And, because the wind doesn&#8217;t always blow and the sun doesn&#8217;t always shine, wind and solar power stations must always be backed up by an alternate source, usually stand-by gas-powered turbo-generators.</p>
<p>Wind turbines utilize powerful magnets made from rare earth elements known as lanthanides. Solar photovoltaic cells also depend on them. Unfortunately, China has a de facto monopoly on lanthanides and lithium required solar storage batteries are largely found outside of the U.S., mostly in South America.</p>
<p>Wind and solar energy are also land-use intensive, requiring vast tracts of land to generate a relatively modest supply of electricity.</p>
<p>This leads us to nuclear power. It is the one source that meets all of our common sense principles.</p>
<p>Nuclear power is far less expensive than wind and solar and uses only a minute fraction of the land these renewable use. Nuclear is also virtually carbon emissions free and does not release any of the dangerous pollutants &#8211; sulfur, mercury and lead &#8211; proliferated by coal. Nuclear plants are three and four times more efficient than wind and solar facilities, respectively, and more than twice as efficient as natural gas-fired plants.</p>
<p>The U.S. generates 20 percent of our electricity from 104 nuclear reactors. Twenty-six more are on the drawing board or in the licensing phase and more are undoubtedly in the planning stage. When they are built they will need uranium fuel.</p>
<p>While the U.S. is currently reliant on Russia, Russian satellites, Australia and Canada for roughly 85 percent of our nuclear fuel, we have the capacity to rely on our own domestic uranium resources. The Coles Hill uranium deposit in Pittsylvania County &#8211; which could single-handedly fuel Virginia&#8217;s nuclear power for more than 65 years &#8211; is just one example of America&#8217;s vast reservoir of domestic uranium.</p>
<p>To further increase our domestic capabilities we could also follow France&#8217;s example and develop a spent fuel reprocessing system that will recover unburned uranium and plutonium that can be recycled and reused in the same nuclear power plants.</p>
<p>No other energy source can match the safe, reliable, efficient, cost-effective and environmentally benign power of nuclear plants and a complete fuel cycle. I am hopeful that our leaders make common sense decisions about expanding nuclear power and developing the uranium ore deposit in Pittsylvania County.</p>
